Who we are

We are leading eCommerce parcel delivery companies of Australia.

We advocate for a fair & competitive eCommerce parcels industry for all Australians, including:

  • Supporting the growth and development of eCommerce, especially in regional and rural Australia, improving parcels services and choices.

  • For Licensed Post Offices to be Parcel Hubs for their local communities.

  • Working to improve the efficiency, innovation and environmental-friendliness of the eCommerce parcels supply chain for all participants in this interdependent ecosystem.

Our Purpose

APIF has forged strong relationship and regularly communicates with the Federal Government, including policy makers, regulatory agencies, Members of Parliament and Senators advocating for:

  • Fair, paid, access to all Licenced Post Offices throughout Australia so they can be the Parcel Hubs for their local communities.

  • A new parcels industry regulatory framework that supports a stronger, more competitive and innovative eCommerce industry in Australia, improving economic opportunities for Australian businesses and consumers.

  • Addressing constraints holding back better access to eCommerce in regional & rural Australia.

  • Engaging industry participants along the end-end parcel delivery value chain including retailers, parcel delivery companies, Pick-Up / Drop-off (PUDO) outlet operators, and technology platform providers.

  • Translating the experience of successful overseas models for Open Access and the success of those models in supporting the development of eCommerce in those countries.

  • Contributing to the Australian Government’s ongoing reform of postal services via Postal Services Modernisation, reform of our industry in Australia, and current market distortions that hurt Australian retailers and consumers.

  • Considering industry innovations regarding sustainability (for example, new vehicle types such as EVs), supporting jobs in regional & rural communities and bringing down the costs of doing business.

What we do

Australians can have better access to their eCommerce parcels

Licensed Post Offices (LPOs) are small businesses, owned and operated by locals, proudly serving their local communities across Australia.

We believe a Community Post Office should be a Parcel Hub for their local community, allowing residents to collect all of their parcels in a single location, especially in regional and rural Australia.

Open Access is about allowing Community Post Offices to earn additional income by providing this service, and in turn:

  • Lower parcel delivery costs for retailers and their customers

  • Increase access to eCommerce for regional & rural Australians and businesses, estimated by Lateral Economics in 2023 to represent additional growth of 15-20% or $15B over 5 years - more business & jobs

  • Improving choice and efficiency of parcel deliveries and returns, and reducing associated emissions and congestion

  • Increasing the number of parcel Pick Up and Drop Off (PUDO) locations to improve access and convenience for consumers and businesses alike.

Open Access to Australia’s Licensed Post Offices

We welcome the participation and contribution of all eCommerce B2C parcels carriers in our advocacy and development work supporting all Australian eCommerce retailers.

APIF is not only the voice of Australian parcels carriers. We are supported and advised by a vast range of retailers, from local corner stores to multinationals, retail & business associations, shipping aggregators, international parcel companies, the Licensed Post Office Group and most importantly eCommerce consumers.

  • Submissions to the Australian Government’s ‘Postal Services Modernisation’ reviews.

  • Submissions to ACCC regarding postage pricing increases and addressing barriers to healthy eCommerce growth in Australia.

  • Engaging with Commonwealth regulators and departmental policy groups to advocate for reform and improvements to competition in the parcels market.

  • Engage independent economic reviews to quantify the opportunities for Australian consumers, businesses and the Federal Budget in reforming the Australian parcels industry.

  • Commissioning market research with consumers, businesses and retailers to guide and inform our policy development and advocacy.
